Chazal praise Yisro for providing a great solution.
It would seem like a very simple solution, not requiring great wisdom. Why then do Chazal praise his advice?
It seems that while Moshe Rabeinu himself perhaps could have managed with the heavy workload, perhaps miraculously. However that would have set a bad precedent. Klal Yisrael would forever have one Gadol and everyone from big until small would learn directly from him. Yisro came and taught us that there are many levels of greatness – and now every mother could cry for her child to be a Gadol in Klal Yisrael.
Hashem added to this before Matan Torah. Hashem said ואתם תהיו לי ממלכת כהנים וגוי קדוש. Its not enough that for every ten Jews there is one Rav. We need for every ten people – even Goyim, one Rav from Klal Yisrael. We are the Mamleches Kohanim, the nation of priests for the entire world.
This Parsha explodes the common contention, that “not everyone is cut out to learn Torah”. Hashem says otherwise; we are a nation of priests.
So every one of us must do his best to learn as much Torah as he can, so that we will indeed be “Hashem’s Treasure”.
